Kui Li graduated from Henan University. After passing Henan Province’s unified civil service examination for court appointments in July 2011, he joined the Zhengzhou Erqi District People’s Court, serving successively in the Criminal Division, the Environment and Resources Division and the Enforcement Bureau. This experience provided a strong grounding in both adjudication and enforcement. He was among the first judges appointed under Henan’s judicial quota system and received multiple commendations, including “Outstanding Individual” and “Outstanding Communist Party Member.”

During five years with the Enforcement Bureau, Mr. Li led the Fourth Enforcement Team and concluded more than 1,700 enforcement cases, developing in-depth insight into the coordination of adjudication and enforcement and the resolution of complex enforcement issues. In recognition of outstanding performance during an intensive enforcement campaign in 2018, the Zhengzhou Intermediate People’s Court named him one of Zhengzhou’s “Top Ten Enforcement Professionals.”

Since entering private practice in 2020, Mr. Li has focused on civil and commercial dispute resolution and court enforcement matters.
