Fenghua Chen serves as legal counsel to the Taizhou Municipal People’s Government and as an arbitrator with the Taizhou Arbitration Commission. His other professional appointments include membership of the professional panel under Taizhou’s third-party supervision and evaluation mechanism for corporate compliance in criminal cases; the Legal Services Committee of the Taizhou Federation of Industry and Commerce (General Chamber of Commerce); and the Education and Training Committee and Civil and Commercial Practice Committee of the Taizhou Lawyers Association.

Mr. Chen graduated from the Jiangsu Provincial Judicial Police School and Nanjing University.

Mr. Chen has worked in legal services since 1997. He has acted as legal counsel to dozens of government bodies, multinational corporations, other companies and public institutions and has handled nearly 1,000 matters involving civil and commercial litigation, arbitration and criminal defense. Drawing on more than two decades of experience, he develops tailored legal strategies responsive to the circumstances of each matter and his clients’ objectives.

  • Criminal Defense
  • Defended an individual under investigation for allegedly participating in an armed group affray; the public security authority subsequently withdrew the case.
  • Defended an individual suspected of extortion; the procuratorate decided not to prosecute.
  • Defended an individual charged with intentional injury; the court imposed a suspended sentence.
  • Civil and Commercial Disputes
  • Represented an individual in a savings deposit contract dispute against a bank, securing a judgment requiring the bank to reimburse in full the unauthorized transactions on the client’s debit card. The matter was reported by Taizhou Television.
  • Represented an individual in a commercial motor insurance dispute arising from a fatal traffic accident in which the driver left the scene; the court ordered the insurer to provide coverage under the commercial policy.
  • Represented a company in a construction contract dispute against a government authority, securing a judgment ordering full payment of the construction fees claimed.
